introduction

People's health is an important symbol of national prosperity and national prosperity.Since the 18th National Congress of the Communist Party of China,China's healthcare industry has made new significant achievements,with a significant improvement in the level of medical and health services.The main health indicators of residents are generally better than the average level of middle-income countries.With the development of industrialization,urbanization,population aging and changes in ecological environment and lifestyle,chronic non communicable diseases(hereinafter referred to as chronic diseases)have become the main cause of death and Disease burden of residents.Chronic diseases such as cardio cerebral Vascular disease,cancer,chronic Respiratory disease,diabetes and other chronic diseases account for more than 70%of the total Disease burden,which has become an important factor restricting the improvement of health life expectancy.At the same time,the situation of prevention and control of major infectious diseases such as hepatitis,tuberculosis and AIDS is still grim.Mental health,occupational health,endemic diseases and other issues cannot be ignored.Major production safety accidents and traffic accidents occur from time to time.The 19th National Congress of the Communist Party of China made significant decisions and deployments to implement the Healthy China Strategy,fully reflecting the firm determination to maintain people's health.In order to actively address the current prominent health problems,it is necessary to move forward,take effective intervention measures,strive to prevent and reduce illness among the public,improve the quality of life,and extend healthy lifespan.This is an effective strategy to achieve high health performance at a lower cost,a practical way to solve current health problems,and an important measure to implement the Healthy China strategy.Therefore,the"Healthy China Action(2019-2030)"(hereinafter referred to as the"Healthy China Action")has been formulated.

1、Overall requirements

(1)Guiding ideology.

Integrating health into all policies,targeting major diseases and some prominent issues,focusing on key populations,implementing a series of major actions,and promoting coordinated efforts by the government,society,and individuals,establishing a sound health education system,guiding the public to establish a correct health concept,forming a healthy lifestyle,ecological environment,and social environment,promoting the shift from disease treatment centered to health centered,and improving people's health level.

(2)Basic path.

——Popularize health knowledge.Taking the improvement of Health literacy as the premise of improving the health of the whole people,we should strengthen health education and promotion according to the characteristics of different groups of people,so that health knowledge,behavior and skills become the universal quality and ability of the whole people,and Health literacy can be achieved by everyone.

——Participate in health actions.Advocate the concept that everyone is the first person responsible for their own health,stimulate residents'enthusiasm for love and pursuit of health,cultivate a healthy lifestyle that suits their own and family characteristics,reasonable diet,scientific exercise,smoking and alcohol restriction,psychological balance,and achieve a healthy life with less illness.

——Provide health services.Promote the supply side structural reform of health services,improve prevention and control strategies,institutional arrangements,and security policies,strengthen the connection between medical security policies and public health policies,provide systematic and continuous integrated services for prevention,treatment,rehabilitation,and health promotion,improve the fairness,accessibility,and effectiveness of health services,and achieve early diagnosis,treatment,and rehabilitation.

——Extend healthy lifespan.Strengthen cross departmental collaboration,encourage and guide units,communities,families,and individual residents to take action,take effective interventions on major health issues and influencing factors,and form a good situation of active government leadership,widespread social participation,and individual self-discipline,continuously improving the expected lifespan of health.

By 2022,the health promotion policy system covering all relevant economic and social fields will be basically established,the level of Health literacy of the whole people will be steadily improved,the promotion of healthy lifestyles will be accelerated,the rising trend of incidence rate of major chronic diseases such as cardio cerebral Vascular disease,cancer,chronic Respiratory disease,diabetes will be curbed,key infectious diseases,serious mental disorders,endemic diseases,and occupational diseases will be effectively prevented and controlled,and the risk of disability and death will be gradually reduced,The health status of key populations has significantly improved.

By 2030,the Health literacy level of the whole people will be significantly improved,the healthy lifestyle will be basically popularized,the main health influencing factors of residents will be effectively controlled,the premature mortality rate caused by major chronic diseases will be significantly reduced,the per capita health life expectancy will be greatly improved,the level of the main health indicators of residents will enter the ranks of high-income countries,health equity will be basically achieved,and the relevant goals of the"Healthy China 2030"Planning Outline will be achieved.

Action objectives:

Reasonable diet is the foundation of ensuring health.In recent years,the nutritional and health status of Chinese residents has significantly improved,but they still face problems such as insufficient and excessive nutrition,and the frequent occurrence of nutrition related diseases.According to a 2012 survey,the per capita daily salt intake of Chinese residents was 10.5g(recommended by the World Health Organization as 5g);The per capita daily edible oil intake of resident households is 42.1g(the recommended standard in the"Dietary Guidelines for Chinese Residents"is 25-30g per day);The proportion of energy provided by dietary fat among residents reaches 32.9%(the upper limit recommended by the Dietary Guidelines is 30.0%).At present,the per capita daily intake of added sugar(mainly sucrose,such as"white sugar"and"brown sugar")in China is about 30g,and the issue of children and adolescents'intake is of great concern.In 2014,a survey showed that children and adolescents aged 3-17 who frequently drink beverages consumed more than 5%of their total energy from added sugar alone.Urban children were much higher than rural children and showed an upward trend(the World Health Organization recommends that per capita daily added sugar intake be lower than 10%of total energy and encourages control to less than 5%or no more than 25g).Meanwhile,from 2010 to 2012,the adult malnutrition rate in China was 6%;In 2013,the growth retardation rate of children under 5 years old was 8.1%,the anemia rate of pregnant women,children and the elderly was still high,Micronutrient such as calcium,iron,vitamin A and vitamin D were still lacking,and dietary fiber intake was significantly insufficient.

Unhealthy diets such as high salt,high sugar and high fat are risk factors for obesity,cardio cerebral Vascular disease,diabetes and other metabolic diseases and tumors.The 2016 global Disease burden study showed that the Disease burden caused by dietary factors accounted for 15.9%,which has become an important risk factor affecting people's health.In 2012,the overweight rate and obesity rate of adults aged 18 and above in China were 30.1%and 11.9%,respectively,an increase of 32.0%and 67.6%compared to 2002;The overweight rate of children and adolescents aged 6-17 is 9.6%,and the obesity rate is 6.4%,which has doubled and doubled compared to 2002,respectively.Reasonable diet and reduction of daily intake of oil,salt and sugar will help reduce the risk of obesity,diabetes,hypertension,stroke,coronary heart disease and other diseases.

Action objectives:

By 2022 and 2030,the growth rate of adult obesity will continue to slow down;The awareness rate of residents'nutrition and health knowledge has increased by 10%from 2019 and 10%from 2022,respectively;The growth retardation rate of children under 5 years old is lower than 7%and 5%,the anemia rate is lower than 12%and 10%,and the anemia rate of pregnant women is lower than 14%and 10%,respectively;The coverage rate of qualified iodized salt reaches 90%or above;The adult fat energy supply ratio has decreased to 32%and 30%;1 nutrition instructor for every 10000 people;Implement the nutrition improvement plan for rural compulsory education students and the nutrition improvement project for children in poverty-stricken areas;Implement nutritional and health standards based on food safety,and promote the construction of a nutritional standard system.

Advocate that the daily salt intake per capita should not exceed 5g,the daily edible oil intake per adult should not exceed 25-30g,the daily added sugar intake per capita should not exceed 25g,the daily intake of vegetables and fruits should not be less than 500g,the daily intake of food types should not be less than 12,and the weekly intake should not be less than 25;Adults maintain a healthy weight and maintain a body mass index(BMI)of 18.5-24 kg/㎡;Adult males have a waist circumference of less than 85cm,while females have a waist circumference of less than 80cm.

——Individuals and families:

For the general population.Learn the scientific knowledge of Chinese residents'diet,use supportive tools such as the Chinese residents'balanced diet pagoda and balanced meal plates,and match food reasonably based on personal characteristics.The daily diet includes grains and potatoes,vegetables and fruits,livestock,fish,eggs,milk,soybeans and nuts,etc.The average daily intake is 12 or more types of food,with 25 or more types per week.Ingredients that cannot be eaten raw should be cooked before consumption;Eating raw vegetables,fruits,and other foods should be washed clean.Raw and cooked food should be stored and processed separately.It is advisable to chew and swallow slowly during daily meals,maintain a calm mood,and avoid overeating.However,it is also important to avoid affecting essential nutrient intake due to excessive dieting.Eat less fat,smoked,and pickled meat products,eat less high salt and fried foods,and control the intake of added sugar.Drink enough water.Adults usually drink 7~8 cups(1500~1700ml)every day.It is recommended to drink plain water or tea,and drink less Sweetened beverage;Children,adolescents,pregnant women,and nursing mothers should not drink alcohol.

2.For adults who are overweight(24 kg/m2≤BMI<28 kg/m2)and obese(BMI≥28 kg/m2).Reduce energy intake,increase the proportion of fresh vegetables and fruits in the diet,and appropriately choose foods rich in high-quality proteins such as lean meat,fish,protein,and beans.Avoid greasy food and fried food,eat less snacks and sweets,and do not drink or drink less Sweetened beverage.Eat regularly,don't skip meals,don't eat too much or drink too much,just seven or eight minutes full.
