The National Development and Reform Commission issued the"14th Five Year Plan"Bioeconomy Development Plan

Currently,cutting-edge research in the field of life sciences continues to be active,and the wave of biotechnology revolution has swept the world and accelerated its integration into economic and social development,providing new solutions for humanity to address major challenges such as life and health,climate change,resource and energy security,and food security.The Outline of the 14th Five Year Plan clearly proposes to promote the integration and innovation of biotechnology and information Technological convergence,accelerate the development of biomedicine,biological breeding,biomaterials,Bioenergy and other industries,and make the Bioeconomy bigger and stronger.In order to thoroughly implement the decisions and arrangements of the CPC Central Committee and the State Council,scientifically plan and systematically promote the high-quality development of Bioeconomy in China,the National Development and Reform Commission has issued the 14th Five Year Bioeconomy Development Plan(hereinafter referred to as the"Plan")with the approval of the State Council.

The Plan proposes that the Bioeconomy is driven by the development and progress of life science and biotechnology,based on the protection,development and utilization of biological resources,and characterized by extensive and deep integration of medicine,health,agriculture,forestry,energy,environmental protection,materials and other industries.The Plan clearly states that the development of Bioeconomy is an important direction to comply with the accelerated evolution trend of global biotechnology and achieve self-reliance in high-level science and technology.It is an important measure to forward-looking layout,cultivate and expand the biological industry,and promote high-quality economic development.It is an important content to meet the rapid growth of life and health needs,meet people's aspirations for a better life,and strengthen national biosafety risk prevention and control An important guarantee for promoting the modernization of the national governance system and governance capabilities.

The Plan proposes five principles for the development of Bioeconomy:first,adhere to innovation driven.Accelerate the promotion of biotechnology innovation and industrial application,build a national biotechnology strategic scientific and technological force,achieve self-reliance and self-improvement in science and technology,and improve the stability level of the industrial chain Supply chain security security.The second is to adhere to systematic promotion.Promote a better combination of effective markets and promising governments,accelerate the widespread integration and empowerment of biotechnology in multiple fields,and accelerate the cultivation of new technologies,industries,formats,and models in the field of biology.The third is to adhere to win-win cooperation.Gather global biological innovation resources,actively participate in global biosafety governance,promote bilateral and multilateral international cooperation in life science and biotechnology,and achieve mutual benefit and win-win results in Bioeconomy.The fourth is to persist in benefiting the people.Adhere to the objective law of harmonious coexistence between humans and nature,and better meet the growing needs of the people for a better life.The fifth is to adhere to controllable risks.Implement the overall national security concept,implement the Biosafety Law,strengthen the construction of the national biosafety risk prevention and control and governance system,and improve the national biosafety guarantee capacity.
